Streams homepage, dynamic masking based on cost, and completing compactness design

Streams home page, view navigation, stream settings, cost masking

Streams Home Page
Streams now opens to a welcome/browse page before entering a stream view. Views are displayed as cards sorted by last updated, showing key metadata — stream count, business units, labels, and MTD cost. The first pre-loaded view displays full metadata, while all other cards show date information.

View Navigation
A horizontal scroll rail lets users browse views with left/right arrow navigation that appears and hides based on scroll position. A back-to-home button (⊞ grid icon) has been added to the view mode toggle bar for quick access back to the browse page.

New View Creation
Creating a new view via the + New view button now lands on the home page rather than the flow, giving users a clearer starting point.

Deep Linking
The URL parameter ?view= bypasses the home page and links directly into a specific view, making it easy to share or bookmark individual views.

Stream Settings
A new settings component stores all configurations for a stream in one place, giving users a centralized location to manage stream-level preferences.

Cost Masking
Users can now mask streams based on cost thresholds to reduce visual noise. Masked streams are never hidden from totals — you'll always see the number of streams that are masked and their total dollar amount. This isn't a way to filter out costs, it's a way to make navigation easier.
